I think most people, even those that may miss a campaign, can agree that it was probably the “correct” decision to cut it from Black Ops 4 in favor of battle royale mode Blackout, which is a clear hit and has people buzzing about Call of Duty in a way they haven’t in a while.
And yet there’s one aspect of Blackout that sets it apart from chief rival Fortnite and a couple others in the genre: It’s mandatory that you buy a $60 game in order to play it, while much of its competition is free-to-play.
So, could Call of Duty just make Blackout free while keeping the rest of the game paid, similar to what Fortnite does with Save the World? Ehhhh this gets really complicated really quickly when you dig into it. Here’s why:

While we are seeing many games shift to lower or f2p payment models in order to encourage engagement, I think we have to keep in mind that Call of Duty is still an absolute monster of a franchise, an insta-buy $60 purchase for millions of players every year, and the best-selling game of the year every year outside of say, a new Grand Theft Auto release (or Red Dead? We’ll see).
Giving away essentially a third of the game for free probably just doesn’t feel…necessary to Activision. They know that Call of Duty will sell well regardless, and I’m betting their hope is that with all the good buzz about Blackout, evangelizing players will help them sell more copies than ever. As such, it’s hard to see them giving Blackout away any time soon.
What Exactly Is Priced At $60 Then?
But say you do give away Blackout for free. Then the problem is what you have left doesn’t seem like it’s worth the $60 asking price that Activision will surely want for it. Without Blackout and without a campaign, you’re left with Zombies and Multiplayer, which are certainly popular modes in their own right, but for the first time you’d be asking players to pay $60 for just the two of them without a third pillar.
Obviously the best solution would be to have four pillars going forward, which brings back a campaign. If that was the case, you could sell the original trio of modes for $60, and then Blackout could be free and few people would be complaining. But there’s only so much work Treyarch could do in these relatively short development cycles, and it’s clear they couldn’t do bother a campaign and Blackout, and they or other studios may not be able to juggle all four of these modes effectively in the future either. That would be a risk.

Activision has hinted they want to support Blackout for a while going forward, but when every new Call of Duty is a reset, I do wonder what’s going to happen next year at this time. Will Blackout be replaced by an entire new map from a new studio, or will they continue building on the one they have now?
This could be the catalyst Blackout needs to go free-to-play, as in next year we get a more standard Call of Duty release with a campaign again, but Blackout is now free as a standalone game/mode so anyone can hop in, and by that point, I’m sure it will be loaded up with cosmetic purchases and battle passes. But then if that does happen, you might be able to see how a constantly free Blackout mode could suppress sales of the next Call of Duty game, if the thing people want to do the most is something they don’t have to pay for. As I said, it’s complicated.
In short, I would not expect Blackout to be free any time soon, as Activision is hardly starving for players. I would not rule out Blackout being turned into a free-to-play mode in the future, but even then it may come with some caveats. For now, if you want to play, you’ll have to pay.
